Cecelia, a 15-year-old freshman with Down’s syndrome, had never taken a program of general education classes before September of 1992. When her parents proposed enrolling her in her neighborhood high school, school officials resisted. They noted that the school had no special education program for students with severe disabilities. After Cecelia did multiplication, division, word problems, and fractions for the first time, her father was asked why she hadn’t done this type of work before. He replied, “Because no one challenged her to do it, that’s why.”

There was a time when people with Down’s syndrome, like Cecelia, or with other types of mental retardation or severe disabilities would simply not be educated. Today, “we’ve come a long way,” but obstacles remain. In the future, people with mental retardation and severe disabilities will be educated and treated just like their neighbors and peers are.
